How do Idaho law enforcement officers respond to and restrain combative individuals while protecting their safety and the safety of all? How do they decide how to respond to a call, employ de-escalation techniques, and choose levels of use of force to apply when needed? Deaths and injury of men and women of color during law enforcement encounters have sparked nationwide movements and protests calling for significant changes and reform to policing in communities. Who has responsibility to ensure that policing is constitutional, protects public safety, and does not discriminate based upon race or national origin? What are our responsibilities as citizens and lawyers to intelligently respond in times of public reckoning?
Join us for a Lunch and Learn webinar on Friday, September 18, 2020, for a 1.5 hour panel discussion of law enforcement and civil rights in Idaho. Kraig Smikel of the Canyon County Prosecutors Office will facilitate a panel discussion of experienced professionals in law enforcement, including: Nate Davis, Training Coordinator for the Boise City Police Department; Joe Mallet, former counsel to the Ada County Sheriff's Department and now with Mallet Law Offices; and the Honorable Wendy Olson, former U.S. Attorney for Idaho and now a partner at Stoel Rives.
The discussion will address policing strategies, use of force data for Idaho, current training for officers on restraint, arrest and other policing techniques, civil legal remedies available for redress in the event of an excessive use of force, U.S. Department of Justice oversight of state and local law enforcement agencies, and proposed policing reforms such as "8 Can't Wait" and other options in the areas of community relations, officer training, and mental health support.
